Wind Loads for Petrochemical and Other Industrial Structures provides state-of-the-practice guidelines for the computation of wind-induced forces on industrial facilities with structural features outside the scope of current codes and standards. Without adequate standards, companies and their engineers developed techniques to calculate the wind loads for their facilities. The result is a wide variation in practice and inconsistent structural reliability. To encourage uniform wind load calculations, this report first reviews existing design practices for pipe racks and bridges, open and partially clad frame structures, vessels, tanks, steel stacks, cooling towers, and air coolers. Then, recommended guidelines are presented for design methods and the analytical determination of wind loads. Worked calculations for six example situations are included to illustrate the application of the recommended guidelines. This report is intended for use by engineers who design industrial facilities and assumes familiarity with Standard ASCE 7, Minimum Design Loads for Buildings and Other Structures. It will also be useful to company managers who are responsible for establishing wind-load design and construction standards and to local building authorities.

There is a resurgence of interest in the 'Austrian School' of economics, notably the work of Menger, Mises and Hayek. In contrast to neoclassical economics, the Austrian school has always emphasised the importance of incorporating differences in knowledge, beliefs and expectations into economic analysis. This approach leads to the notion of competition as a dynamic process of discovery and co-ordination, instead of a static state of general equilibrium. Market devices such as product differentiation and advertising, long condemned as uncompetitive, are evidence that the market process of discovery and coordination is working. Neoclassical welfare economics envisages an important role for government as correcting 'market failure' and hence supports the concept of a mixed economy. Austrian economics casts doubt on the ability of government to acquire the knowledge necessary to improve upon the market. The Monopolies and Mergers Commission is an inadequate safeguard for consumers, and prohibiting mergers may limit competition. A more effective protection against monopoly would be the abolition of patent laws. Marginal cost pricing and investment rules provide a naive and unenforceable framework of control for nationalised industries. Consumers could be better safeguarded by the abolition of statutory monopolies. 'External' nuisances like noise and pollution are more effectively dealt with by making producers legally liable for them, and by creating property rights to be traded on markets, than by cost-benefit analyses or 'externality taxes'. Planning agreements are likely to hamper the competitive process. There is no reason to believe the National Enterprise Board will make better decisions than the market. Austrian economics suggests that the free market will be more effective than the 'mixed economy' in discovering and meeting the wishes of consumers.

Microbial contamination of drinking water and waterborne disease outbreaks continue to present a significant concern for the water industry. There is a need for pathogen detection methods that (1) incorporate sensitive detection and identification at the species/strain level, (2) have the ability to process many samples simultaneously, (3) involve minimal risk of false identification, (4) are adaptable, and (5) contain the capacity for some degree of automation. Molecular-based assays in high-throughput multi-well formats meet these requirements. The demonstration of the feasibility of a microplate-based rapid screening assay indicates that the water industry should continue to pursue and fund exploratory research into the development of innovative pathogen detection methods. Such techniques may be used for routine screening of drinking water during outbreak situations, or to investigate episodes of intentional contamination. All of these situations require pathogen detection tools that can generate results, even if the results are only presumptive, in as short a time as possible. The assay may be linked to direct nucleic extraction methods so that all potential pathogens can be screened in a sample, thereby uncoupling the assay from time-consuming and often inefficient conventional microbial recovery methods.

Stress Field of the Earth's Crust is based on lecture notes prepared for a course offered to graduate students in the Earth sciences and engineering at University of Potsdam. In my opinion, it will undoubtedly also become a standard reference book on the desk of most scientists working with rocks, such as geophysicists, structural geologists, rock mechanics experts, as well as geotechnical and petroleum en- neers. That is because this book is concerned with what is probably the most pe- liar characteristic of rock - its initial stress condition. Rock is always under a natural state of stress, primarily a result of the gravitational and tectonic forces to which it is subjected. Crustal stresses can vary regionally and locally and can reach in places considerable magnitudes, leading to natural or man-made mechanical failure. P- existing stress distinguishes rock from most other materials and is at the core of the discipline of "Rock Mechanics", which has been developed over the last century. Knowledge of rock stress is fundamental to understanding faulting mechanisms and earthquake triggering, to designing stable underground caverns and prod- tive oil fields, and to improving mining methods and geothermal energy extraction, among others. Several books have been written on the subject, but none has atte- ted to be as all-encompassing as the one by Zang and Stephansson.
